The Dearborn Housing Commission (DHC) serves as the city’s federally designated Public Housing Agency (PHA), dedicated to providing safe and affordable housing for residents. Operating under the guidelines of the U.S. Department of Housing and Urban Development (HUD), the DHC specifically manages three key residential communities: Townsend Towers, Kennedy Plaza, and Sisson Manor.

Unlike many other housing authorities, the DHC focuses exclusively on these site-based properties and does not administer a Section 8 (Housing Choice Voucher) program. By maintaining these three high-quality facilities, the Commission acts as a vital community anchor, offering stable, subsidized housing primarily for seniors and individuals with disabilities. Our mission is to foster independence and self-sufficiency, ensuring that all residents have a place to call home.

The Dearborn Housing Commission (DHC) maintains a fair and open competitive bidding process for all goods and services. To enhance efficiency and reach a broader range of qualified partners, the DHC utilizes the Michigan Intergovernmental Trade Network (MITN), powered by BidNet Direct, for all formal solicitations.

Section 3: The Dearborn Housing Commission (DHC) complies with the HUD Act of 1968 to promote economic opportunities for low-income residents. Davis-Bacon Act: Projects over $2,000 follow federal wage rules.

To ensure compliance, the DHC provides all mandatory HUD forms in each solicitation package. These forms are necessary for bidding and contracting and vary by scope (Construction vs. Non-Construction) and contract value. All solicitations issued will include the specific HUD forms applicable to the scope of work. Vendor Requirement: Bidders must complete and return all HUD forms included in the RFP/RFQ or Invitation for Bid (IFB) packet. Failure to submit the provided forms may result in a bid being deemed non-responsive.
