DWI/Drug Treatment Court
The program is designed to:
- Support participants in achieving and maintaining sobriety.
- Provide a full range of individualized services, including outpatient counseling, group therapy, intensive outpatient programs, residential treatment, detoxification, peer recovery support, and recovery housing when appropriate.
- Offer structure and accountability through regular court reviews, random drug and alcohol testing, and consistent supervision.
- Prepare participants for long-term success by addressing the underlying causes of substance use and justice system involvement.
The Hybrid Treatment Court Team:
- Includes the presiding judges, treatment court coordinator, probation officers, defense attorneys, prosecutor, law enforcement, and treatment providers.
- Collaborates to develop and monitor individualized treatment plans tailored to each participant’s needs.
- Utilizes graduated sanctions, incentives, and therapeutic responses to support behavior change and promote success.
- Meets regularly with participants to provide feedback, adjust treatment plans, and celebrate progress.
Referrals from 19th District Court
Participants who originate from a case within the 19th District Court and may benefit from the program can be referred for evaluation.
To initiate a referral:
- Complete the HDDTC Intake Form (PDF).

Transfers from Other Courts
The 19th District Hybrid DWI/Drug Treatment Court accepts transfer referrals from other district or municipal courts within the State of Michigan under MCL 600.1088. Transferring cases must meet initial eligibility and be willing to comply with program expectations.
The transfer process includes:
- Completion of the initial eligibility checklist and intake form.
- Coordination with the transferring court to gather required case documents.
- Program and clinical evaluations to determine eligibility.
- Sentencing by the originating court with a signed transfer of jurisdiction.

Eligibility Criteria
To be considered for the 19th District Hybrid DWI/Drug Treatment Court Program, individuals must meet the following initial eligibility requirements:
- Must be a Wayne County resident or willing to relocate to Wayne County before program evaluation.
- Must reside in or be willing to relocate to a clean and sober living environment.
- Must be 18 years of age or older.
- The prosecutor must not object to the individual's participation.
- Must not be a violent offender or convicted sex offender.
- Must not be currently charged with or have a conviction for select ineligible offenses (contact the program coordinator for more information).
- The current offense must be directly related to the use or addiction to alcohol and/or other substances.
- Must be willing to discontinue the use of controlled substances, including prescribed medications, unless otherwise approved by a physician and treatment provider.
- Must not have any open warrants or must be willing to resolve all outstanding warrants before admission.
Evaluation Process
All eligible individuals must complete two evaluations to determine program suitability:
Clinical Evaluation
Conducted by a partnered treatment provider to assess whether the individual has a moderate to severe substance use disorder, based on DSM-5 criteria.
Programmatic Evaluation
Conducted by a designated probation officer using the Level of Service/Case Management Inventory (LS/CMI) to determine risk and needs. Individuals must score in the medium to high range to qualify.
Program Guidelines
Participation in the Hybrid DWI/Drug Treatment Court requires commitment to honesty, accountability, and personal growth. The following guidelines outline the core expectations of the program:
Court Behavior
- Attend all hearings on time and dressed appropriately.
- Loud, disruptive, or disrespectful behavior will not be tolerated.
- You must remain in the courtroom until officially dismissed by the judge.
Attendance
- You are required to attend all scheduled court hearings, probation appointments, treatment sessions, self-help group meetings, and any other conditions set by the court or treatment team.
- Unexcused absences may result in sanctions.
Honesty and Accountability
- Honesty is essential to your success in the program.
- Dishonesty or attempts to mislead the team will hinder your progress and may lead to termination from the program.
Zero Tolerance for Drugs and Alcohol
- You may not use or possess alcohol, marijuana, illegal drugs, or any mind-altering substances while in the program.
- Prescription medications must be pre-approved by the treatment team.
- Avoid people, places, and situations where drugs or alcohol are present, used, or sold.
Drug and Alcohol Testing
- You will be subject to frequent, random drug and alcohol testing.
- Sanctions may apply for positive tests, missed tests, diluted samples, or tampering.
- It is your responsibility to follow all drug testing instructions and procedures.
Phase Structure
The HDDTC program is divided into three distinct phases. Advancement is based on progress, compliance, and sustained sobriety.
Phase I – Treatment Plan
- Minimum duration: 13 weeks
- Requirement: 8 consecutive weeks with no program violations
- Focus: Stabilization, engagement in treatment, and establishing a recovery foundation
Phase II – Care and Prevention
- Minimum duration: 13 weeks
- Requirement: 10 consecutive weeks with no program violations
- Focus: Building healthy routines, relapse prevention, and increased independence
Phase III – Monitoring and Graduation
- Standard duration: 52 weeks
- Possibility of graduation after 26 weeks with no program violations
- Focus: Long-term recovery maintenance, peer support, and transition planning
